CalCERTS, Inc. is approved by the California Energy Commission (CEC) to implement the training and certification of Home Energy Rating System (HERS) Raters in order to serve a critically important function for ensuring high quality installation of energy efficiency features in California homes and certain commercial HVAC installations. As special inspectors, CalCERTS, Inc. certified HERS raters work hand-in-hand with local building departments. Building departments are legally required to receive documentation (CF-4R forms) signed by a certified HERS rater before final approval of any building that uses HERS measures to show compliance with Title 24.
CalCERTS, Inc. is an award-winning Energy Star Partner, contributing thousands of homes per year to the Energy Star effort to build “above code” homes with energy conservation at its core.
The CEC is required by Public Resources Code Section 25942 to establish regulations for a HERS Program to certify home energy rating services in California. CalCERTS, Inc. adheres to the Energy Commission’s requirements for certifying HERS raters who perform third-party inspections for verification of:
- Duct Sealing
- Thermostatic Expansion Valves (TXVs)
- Refrigerant Charge
- Airflow Measurement
- Building Envelope Sealing Measures
- Plus Others
The inspections are used when complying with the 2008 Building Energy Efficiency (Title 24) Standards (effective January 1, 2008). The goal of the HERS Standards is to ensure reliable energy efficiency levels in California homes and to guide investment in cost-effective home energy efficiency measures.
