Charlie Bachand

Chief Executive Officer

Charlie became CalCERTS’ CEO in January 2017, after serving as CalCERTS’ Chief Operations Officer. Charlie has a long established history of working collaboratively with the California Energy Commission and Industry Stakeholders to promote and protect the HERS Industry. As COO Charlie guided CalCERTS through three Building Energy Efficiency Code cycles, and established CalCERTS as the longest running and only fully approved HERS Provider in California. Charlie has been with CalCERTS for more than a decade and leads the strategic planning efforts within the company.

Katherine Bachand

Chief Financial Officer

Katie has been with CalCERTS since 2008 and serves as CalCERTS’ Chief Financial Officer. Katie directly oversees the Finance Department and manages all aspects of company performance. In addition to her duties as CFO, Katie oversees the CalCERTS Human Resources Department and has a Human Resources Practices certificate from Cornell’s School of Industrial Labor and Relations.

Shelby Gatlin

Chief Operating Officer
Shelby Gatlin joined the CalCERTS team in 2015 after serving as CalCERTS’ outside legal counsel for five years. She oversees much of CalCERTS’ day-to-day operations with a focus on compliance and regulatory issues. Shelby also serves as CalCERTS’ Chief Legal Counsel. She has dedicated her career to working on natural resources conservation issues and is a member of the California State Bar.

Russ King

Senior Director of Technical Services

Russ King has worked in conjunction with CalCERTS since 2005 and formally rejoined our Team in 2017 as Senior Director of Technical Services. As a licensed mechanical engineer with 25 years of experience in HVAC design, energy codes, energy ratings, building science, and training, Russ works with the CalCERTS Team to ensure the technical accuracy of our curriculum and registry processes.

Hugo Schmidt

Director of Information Technology

Hugo has served as CalCERTS’ Director of Information Technology for more than a decade. He is highly respected within the energy efficiency industry for his technical expertise and programming skills. Hugo is often asked to advise policy makers on the feasibility of proposed registration and verification requirements. As an award-winning computer programmer with over 20 years of experience, Hugo’s innovations and powerful insight have brought CalCERTS’ registry the speed, flexibility and ease-of-use for which we are so well known.

David Choo

Director of Quality Assurance

David has worked as a CalCERTS Rater since 2011 and joined the Quality Assurance team in 2016. As a licensed mechanical contractor, David saw the need for accountability in the marketplace and has become an ardent proponent of CalCERTS and the HERS program. Having personally conducted thousands of HERS verifications in the field, and having worked directly with many contractors as both a Rater and QA Reviewer, David has a unique perspective of how the energy code and the real world intersect. His passion is to mentor and support our HERS Raters and their Contractors as they face different challenges.
